The Maritime Operator Safety System (MOSS) is challenging for commercial operators, and Harbour Margins Ltd can assist with development of the Maritime Transport Operator Plan (MTOP) and application to Maritime NZ. 

Once into MOSS we can assist with the management of systems, maintenance, crew training and pre-audit checks. 

For other commercial operators working in marinas, commercial wharves or educational facilities (outside of MOSS) we can assist with the development of straightforward, alternative systems acceptable to MNZ for the specific operation. 

As a commercial skipper (CLM1517 / VOS 2315) Clarky can act as master of vessels in the inshore limits.
